the public for purposes of pedestrian, bicycle or vehicular travel including
parking. “Street” excludes roads owned and / or operated by theState orCounty.
(B) The followinguse and operational restrictions are adopted by theCity forGolfCarts /
UtilityVehicles:
1.
Operators orGolfCarts / UtilityVehicles shall adhere to all rules of the road
applicable tomotorized vehicles.
2.
AGolfCart / UtilityVehiclesmaybe operated on a street bypersonswho are
at least 16Years of age and possess a valid driver’s license.
3.
GolfCarts /UtilityVehicles shall not be operated on a street in a negligent
manner. For the purposes of this subsection, ”to operate in a negligent
manner” is defined as the operation of aGolfCart /UtilityVehicle in such a
manner as to endanger anypersons or property, or to obstruct, hinder, or
impede the lawful course of travel of anymotor vehicle or the lawful use by
anypedestrian of public streets, sidewalks, paths, trails, walkways, or parks.

GolfCarts /UtilityVehicles operation shall be permitted on all Cityof
MomenceStreets unless posted signage prohibits such use. Such prohibited
roadways include: From the intersection ofRt. 1/17 andRt. 114 in a south
easterlydirection t the city limits; From the intersection ofRt. 1/17 andRt.
114 in a northerlydirection to the city limits; From the intersection ofRt. 1/17
andSecondStreet in awesterlydirection to the city limits; From the
intersection ofRt. 1/17 and IndustrialDrive in an easterlydirection to the city
limits.
5.
AllGolfCarts / UtilityVehicles shall have the required equipment as
specified in the IllinoisVehicleCode (625 ILCS 5/11-1428) specified as
follows:
(a) Brakes and a parkingbrake.
(b) Steering apparatus.

(d)A rearviewmirror.
(e)Red reflectorizedwarningdevices in the front and rear, a slowmoving
emblem on the rear of the golf cart.
(f)Headlamps that emit awhite light visible from a distance of at least 500 feet to
the front.
(g) Tail lamps that emit a red visible light from a distance of at least 100 feet from
the rear.
(h) Front and rear turn signal lamps.
(i)Brake lights.
(j)When operated on a roadway, GolfCarts shall have its headlamp and tail
lamps lighted .
