2. Ifmore than onemember participates by electronicmeans, the absentmembers
maynotmeet at the same remote location if their joint presence at the remote
locationwould constitute a violation of the Illinois openmeetings act.
3. Themembermust assert one of the following three (3) reasonswhyhe or she is
unable to physically attend themeeting:
a. Themember cannot attend because of personal illness or disability; or
b. Themember cannot attend because of employment purposes or the
business of theCityofMomence; or
c. Themember cannot attend because of a familyor other emergency.
4. Themember seekingparticipation shall be available on the telephone or other
communication device not less than five (5)minutes prior to themeeting.
5. Costs associatedwith themember's participation shall be borne solelyby the
member and not theCity.
(D) Themember participating electronically and othermembers of the city councilmust
be able to communicate effectively, andmembers of the audiencemust be able to hear all
communications at themeeting site. Before allowing electronic attendance at any
meeting, the cityofMomence shall provide equipment adequate to accomplish this
objective at themeeting site.
(E) If the presidingofficer of the public body is attending themeetingby electronic
means, then the personwho acts in the absence of the presidingofficer shall chair the
meeting. If there is none, then the presidingofficer shall appoint amember of the public
bodywho is physicallypresent at themeeting to serve as chair of themeeting. The
appointment of a chair shall be subject to the consent of the public body. The presiding
officerwho is participatingby electronicmeans shall be authorized to participate in the
meeting to the extent authorized by lawor ordinance except for those acts involvedwith
chairing themeeting.
(F)Anymember attending electronically shall be considered an off site attendee and
counted as present electronically for thatmeeting. Themeetingminutes shall also reflect
and state specificallywhether eachmember is physicallypresent or present by electronic
means.
(G)Anymember permitted to attend electronicallywill be able to express his or her
comments during themeeting and participate in the same capacity as thosemembers
physicallypresent, subject to all generalmeetingguidelines and procedures previously
adopted and adhered to. Themember attending electronically shall be heard, considered,
