ANORDINANCEREGARDINGELECTRONICATTENDANCEATCITY
COUNCILMEETINGS
WHEREAS,
theCityCouncil of theCityofMomence, Illinois, desires to ensure that
city council aldermen andwomen are able to attend city councilmeetings; and
WHEREAS,
theCityCouncil of theCityofMomence, Illinois, has considered the fact
that 5 IllinoisCompiledStatutes 120/7 has set forth parameters underwhich aldermen are
able to attend councilmeetings electronically; and
WHEREAS,
theCityCouncil of theCityofMomence, Illinois, has reached the
conclusion that electronic attendance should be addressed in theCityCode.
WHEREAS,
theCityCouncil of theCityofMomence, Illinoiswishes to add to theCity
Code, specificallyunder a portion of theCode known asTitle 1, Chapter 5, Section 10.
NOW, THEREFORE,
be it ordained by theCityCouncil of theCityofMomence,
Illinois as follows:
SECTION 1:
That Title 1, Chapter 5, Section 10, is hereby added to theCityCode of the
CityofMomence, Illinois.
1-5-10: ELECTRONICATTENDANCE
(A) Themember requesting electronic attendance, such as by telephone, video or internet
connection, should notify theMayor, CityClerk, orCityCollector, at least twenty four
(24) hours before themeeting, unless impractical, so that necessary communications
equipment can be arranged. Inability tomake the necessary technical arrangementswill
result in denial of a request for electronic attendance.
(B) The city clerk, after receiving the electronic attendance request, shall inform the city
council of the request for electronic attendance
(C) The following conditionsmust bemet before amember of the city councilmay
attend anyopenmeeting electronically (as defined in 5 IllinoisCompiledStatutes 120/7).
1. After a roll call establishing that a quorum is physicallypresent, the presiding
officer shall call for amotion before one ormorememberswill be permitted to
attend by electronicmeans. The presidingofficerwill specify the reason entitling
the absentmember, ormembers, to attend electronically. Themotionmust be
approved by a vote of amajorityof themembers present. The presidingofficer
shall declare the requestingmember, ormembers, present. The votemaynot be
reconsidered.
