AldermanDenton: Discuss and voteon Local Government HealthPlanwith 12%employee
contribution. Current plan expiresDecember 1. Premium is $166,000 annuallywith a renewal
increaseof 29% to $215,000 (does not include dental or vision). Three other insurance companies
were looked in towith two of them being just as high in price. Local Government HealthPlanwas
lowest with thebest coverage (deductibles,medication, anddoes includedental and vision at no
expense to employees). It was suggested to change from flat feeemployee contribution to a
percentage contribution. Meetingwas heldwith the police union representative, which is a
requirement of thepolice union contact. Twelve percent was as close towhat they are currently
payingnow. Employee candetermine coverage aswell. Mayor Porter stated that a representative
from insurance companywas coming tomeet with all City employees onNovember 13. According
to police chief, therewill be a conflict on that datebecauseof police training. It was stated that
insurance representative couldmeet with police officers separately; Chief thought it would be ideal if
officers couldmeet with insurance representativewhile they areworking to avoid overtime.
AldermanDentonmade amotion to switch toLocal Government HealthPlan Insurance and have
employee contribution change to 12% employee compensation. AldermanKupferer seconded the
motionwithAldermanDenton, Straley, Steele, Kupferer, Cook, Lesyna and JohnMetz voting yes.
AldermanStraley: Discuss the proposedTax Levy for 2014 – 2015. Proposed tax levy
ordinance amount of estimated tax levy $395,529which represents nomore than .0499%. Needs to
be posted 20 days prior to proposedpassageandwill be onagenda to bepassed at first Council
meeting inDecember.
AldermanStraley called aBudget andFinanceCommitteemeeting forMonday, November 17
at 7:15PM todiscuss the bills presented for payment.
AldermanLesyna: Discuss and voteon Investment Policy. Additional changes need to be
made to the ordinance. Alderman Lesynamadeamotion to table the Investment Policy of theCity
of Momence. AldermanStraley seconded themotionwithAldermenDenton, Straley, Steele,
Kupferer, Cook, Lesyna and JohnMetz voting yes.
Discuss and voteonaddingadditional Liquor License. AldermanLesynamade amotion to
pass anordinance toamend thenumber of liquor licenses from 12 to13. AldermanKupferer
seconded themotionwithAldermenDenton, Straley, Steele, Kupferer, Cook, Lesyna and JohnMetz

Scott Behrends: Leaf pickup is ongoing, citizens' complaintswere discussed; workers areout
every day pickingup leaves. Yardwaste and limbs arenot tobeplaced in leaf pile. Newmachine is
easier tohandle. Salt: $128 per ton andneeds tobepickedupnow (no delivery option). Several
salt vendors have been called for comparison. City has 50-60 tonon handas of right now. Plan is
to purchaseapproximately 120 tons of salt before vendors run out. Route114 is getting resurfaced
this year, according to IllinoisDepartment of Transportation (IDOT), all theway to Illinois/Indiana
State line.
Chief Cavender: Complaints about solicitors (Direct Energy). Chief spoke to corporate office
fromDirect Energy and provided themwith information and theywill investigate further and report
back toChief.
