River Street, Momence. MayorMickPorter called themeeting toorder.
ROLLCALL - Roll was calledby theClerkwithAldermenDenton, NovaMetz, Kupferer, Cook, Lesyna
and JohnMetz present. Alsopresent wasMayorMickPorter. AldermanStralely andSteelewere
absent.
Promotionof actingLieutenant Vekemans to the rank of Lieutenant was requested. Chief
Cavender reada supportive letter regardingLieutenant Vekemans’ abilities andaccomplishments,
recommending the promotion of JakeVekemans toLieutenant. Mayor Porter supported Jake
Vekemans’ work and respectfully requestedamotion toapprove thepromotion. AldermanKupferer
madeamotion toapprove thepromotionof actingLieutenant Vekemans to the rank of Lieutenant.
AldermanCook seconded themotionwithAldermenDenton, NovaMetz, Kupferer, Cook, Lesynaand
JohnMetz voting yes.
APPROVALOFPREVIOUSMEETINGMINUTES -AldermanKupferermadeamotion toapprove the
Regular andExecutiveSessionminutes of theApril 6, 2015, Council Meeting as amended (MarkNelson
titlewas changed fromChairmanNelson toSuperintendent Nelson; Budget andFinanceCommittee
meetingwas held, needs tobe reflected inBudget andFinanceCommitteeminutes). AldermanNova
Metz seconded themotionwithAldermenDenton, Kupferer, Cook, Lesynaand JohnMetz voting yes.

Meeting. Alderman Lesynamadeamotion toapprove thebills for payment. AldermanDenton
seconded themotionwithAldermenDenton, NovaMetz, Kupferer, Cook andLesyna voting yes.

CITIZENFORUM
JayKerouac approachedCouncil regardingSpecial UsePermits, for useof commercial zone for
churchuse. RE: DennyReddishbuilding. Planning commission votedno todeny request back in2009.
Lawyer askedCouncil to review request and inAugust, 2009, amotionwasmade togo intoExecutive
Session (which isn’t a legal reason togo intoExecutiveSessionper Mr. Kerouac). Amotionwasmade
toagreewith the findings of thePlanningCommission todeny the special use request. Currently at 117
EastWashingtonStreet, a signon this building states “Bethel Church”. It was askedwhendid the
PlanningCommissionandCityCouncil give them a special usepermit.Mayor Porter to investigate
further.
