themeeting.
Ald. Mark Lesynamade themotion toapprove theminutes of theMarch16Council Meeting.
Ald. DavidCook seconded themotionwithAld. DiannDenton, RichardKupferer, DavidCook, Mark
Lesynaand JohnMetzSr. voting yes.
Billswerepresented. Ald. Mark Lesynamade themotion topay thebills as presented. Ald.

Attendee JayKerouac askedwhat constitutes aquorum. AldermanLesyna statedone more
thanhalf.
JackieClark, new resident onN. Franklinexpressed concernwith the sewer odor. Theodor was
noticed inwinter occasionally but now in spring it is daily. She complained to thepropertymanagement
supervisor andwas told that onApril 15 therewouldbenomore sewer smell. Supt Nelsonexplained
that sludge can’t behauled fromNovember throughApril. Sludge is placed indryingbeds and removed
for landdeposit after an incubationperiod set by theEPA. Haulinghas started. The sewer dept. is
tryingdo somethingabout dryingbeds. Mayor Porter said that now, hopefully, theodor will subsideafter
the sludge is removed. Supt. MarkNelson said that usually this odor is less in the summer but in the
winter it can’t behelped.
AldermanReports
Ald. Lesyna reported that a resident commentedon the sewer plant odor and the trainnoiseof
the railroad.
Ald. Cook reported that theCity hada request for a15min. parking signout front of adowntown
business. Ald. Cookwill talkwithAld. Lesyna todiscuss ordinance changes to includeadditional 15
minuteparking restrictions.
Thehiringof adirector for thehistorical houseanda$200/month feehadbeendiscussed. Zack
Nunmaker has agreed toaccept $200.00/monthas an independent contractor toadminister the
Historical House. If authorized the jobwould start May 1. Ald. Cookmade themotion tohireadirector of
