AldermanLesyna brought up a safety concern of a citizen regarding the intersectionof Pine
andWashington. Possibly put upa four way stopor speed limit signs. Issuewith locationof stop
signwas discussed. Speed limit is not postedand is therefore30mph. Engineering studywould
need tobedone. Financially, might bebetter to create an ordinance. East/West visibility of stop
signwas discussed. Placinga crosswalkwith a safety cone in themiddleof the trafficwas
suggested. Mayor Porter to speakwithCity attorney regardingwhat would be best andmost
economical.
Discuss andVoteon IllinoisAttorneyGeneral mandatedpublic participation ordinance.
Alderman Lesynamade amotion to pass anordinance concerningpublic participationat public
meetings. AldermanKupferer seconded themotionwithAldermenNavratil, NovaMetz, Kupferer,
Cook and Lesyna voting yes. AldermanSteele andAlderman JohnMetz voted no. Ordinance #799.
Discuss andVoteonAmendingLiquor LicenseOrdinance as per CityAttorney. Two changes
suggested byCityAttorney: Application for renewal may be submitted not less than 60 (changed to
30) days because of turnaround timeof applications, and removal of $250 application fee.

CodeRegardingAlcoholicBeverages. AldermanCook seconded themotionwithAldermenNavratil,
NovaMetz, Steele, Kupferer, Cook, Lesyna and JohnMetz voting yes. Ordinance #800.
Discuss andVoteonConsolidatingPlanningCommission andZoningBoard ofAppeals as
per CityAttorney. Alderman Lesynamadeamotion topass anordinance amendingTitle2, Boards
andCommissions, Chapter 4, PlanCommission tomodify its structure and to combine its functions
with theZoningBoardofAppeals. AldermanKupferer seconded themotionwithAldermenNavratil,
NovaMetz, Steele, Kupferer, Cook, Lesyna and JohnMetz voting yes. Ordinance #801.
DEPARTMENTHEADREPORTS
Scott Behrends stated that the chipper will only be goingout at needed.
Chief Cavender statedhe isworkingwith theMomenceSchool District to comeupwith an
intergovernmental agreement whichwould allow sharingof information regarding students, safety
and criminal matters. Chief had twomatters for ExecutiveSession regarding specific personnel not
to comeout and do business.
TREASURERREPORT–Treasurer BeckyPeterson – income andexpense report distributed.
Auditor has been here for three days andwill be finishingupWednesday.
MAYORALREPORT
Discuss andVoteonAmending anOrdinanceAuthorizing IEPALoanAgreement. IEPA
suggestedCity adopt ordinance for higher amount. Ordinance that was previously passedwas for
$1.3million, if amount isn’t increased, theCitywould not beable to gowith thehigher amount. City
attorney recommended adjusting the loan amount to $1.8million leavingeverythingelse the same.
