W. River Street, Momence. MayorMickPorter called themeeting toorder.
ROLLCALL
Roll was called by theClerkwithAldermenNavratil, NovaMetz, Steele, Kupferer, Cook,
Lesyna and JohnMetz present. Alsopresent wasMayorMickPorter. AldermanDentonwas
absent.
APPROVALOFPREVIOUSMEETINGMINUTES
AldermanCookmadeamotion toapprove theRegular andExecutiveSessionminutes of the
September 21, 2015, Council Meetingas presented. AldermanKupferer seconded themotionwith
AldermenNavratil, NovaMetz, Steele, Kupferer, Cook, Lesynaand JohnMetz voting yes.
APPROVALOFTHEBILLS
The billswere discussed at tonight'sBudget andFinanceCommitteeMeeting. Alderman
NovaMetzmadeamotion to approve the bills for payment. Alderman Lesyna seconded themotion
withAldermenNavratil, NovaMetz, Steele, Kupferer, Cook, Lesyna and JohnMetz voting yes.
CITIZENFORUM - none
OLDBUSINESS
AldermanSteelequestionedwhyCouncil voted on thepolice contract when it was already
apparently signed. It was stated that contract negotiationswere donewith representatives from both
sideswith the contract being tentatively agreed uponand then it was brought toCouncil for
approval. AldermanSteele stated that twomembers do notmakeup aCouncil.
AldermanCook stated that it was questionedwhether it was a conflict of interest for an
Alderman to voteon approval of bills beingpaidwhen the aforementionedAldermanworks for the
company that is beingpaid. AldermanCook checkedwith theCity attorney and he confirmed that
since theAlderman is not theowner of the company then it is not a conflict of interest.
