ANORDINANCEAMENDINGANORDINANCECONCERNINGPARTTIME
POLICEOFFICERS
WHEREAS,
theCityCouncil of theCityofMomence, Illinois has established an ordinance
concerningpolice personnelmatters; and
WHEREAS,
the IllinoisLawEnforcement Training andStandardsBoard has reviewed our part-
time police officers ordinance, and suggests that the sections concerninghiring standards and
number of hours a part time officer canwork in a calendar year bemodified; and
WHEREAS,
the IllinoisLawEnforcement Training andStandardsBoard has advised that under
Illinois law, an ordinancemust be on file before part-time officers can be hired, entered on a
department’s roster, or authorized to participate in any trainingprogram. Without a proper
ordinance on file, the cost of training these officerswill not be reimbursed by the board, and our
recordswill reflect that the department is out of compliance; and
WHEREAS,
theCityCouncil of theCityofMomence, Illinoiswishes to be in compliancewith
all regulations and statutes, andwill add to theCityCode, specificallyunder a portion of the
Code known asTitle 1, Chapter 11, Section 2, SubsectionU, titled “Part TimePolice”.
NOW, THEREFORE,
be it ordained by theCityCouncil of theCityofMomence, Illinois, as
follows:
SECTION 1:
that there is hereby added to theCityCode of theCityofMomence, Illinois, the
following subsection under Title 1, Chapter 11, Section 2, SubsectionU, titled “Part Time
Police”.

POLICEDEPARTMENTRULESANDREGULATIONS
(U) PARTTIMEPOLICE
1.
Employment. TheCityofMomencemay employpart-time police officers from time to
time as theydeem necessary.
2.
Duties. Apart-time police officer shall have all the responsibilities of a full-time police
officer and such specific duties as delineated inCityCode, GeneralOrders andCode ofConduct.
The hours a part-time officermayworkwithin a calendar year is restricted. Part-time police
officers shall not be assigned to supervise or direct full-time police officers. Part-time police
officers shall be trained in accordancewith the Illinois PoliceTrainingAct (50 ILCS 705/1 et.
seq.) and the rules and requirements of the ILETSB.
