2. The cityofMomence streets/alleys andmaintenance superintendent, will act under
the direct supervision of the director of publicworks andwill be directly responsible
to said director of publicworks.
(a) Be responsible for themaintenance of all publicworks facilities;
(b)Be responsible for that portion of the annual budget dealingwith the department
of streets/alleys andmaintenance andwill be responsible for its implementation;
(c) Be in charge of all purchasingby the department of streets/alleys andmaintenance
andwill be responsible for the coordination and implementation of the various
procedures andpolicies for purchasing;
(d)Represent the city in allmatters relating to streets/alleys andmaintenance and in
anyotherwaydeemed necessaryby themayor, city council, or director of public
works.
(D)Appointment: The appointment of an individual as superintendent of
streets/alleys andmaintenance shall create no property interest or othermanner of
contractual right in said position. Said position shall be deemed to create an
employment atwill relationship between the city and newly appointed superintendent
of streets/alleys andmaintenance.
(E)Compensation: The compensation or other benefits paid to the superintendent of
streets/alleys andmaintenance shall be such asmaybe duly establishedby themayor,
with the approval of the city council.
SECTION 3:
The provisions and sections of this ordinance shall be deemed separable
and the invalidityof anyportion of this ordinance shall not affect the validityof the
remainder.
SECTION 4:
This ordinance shall be in full force and effect from and after its passage,
approval, andpublication as required by law
