Momence Gladiolus Festival Association
WHEREAS, the City of Momence is sponsoring THREE PARADES in the CITY of
Momencewhich event constitutes a public purpose;
WHEREAS, THIS these will require the intermittent closure of Route 1 & 17,
AState highway in theCityofMomence fromRoute 1&17 toWashingtonSt. andFrom
D/NA toD/N/A;
WHEREAS, Section4-408of the IllinoisHighwayCode authorizes theDepartment of
Transportation to issue permits to local authorities to temporarily close portions of State
Highways for suchpublic purposes.
NOW THEREFORE, BE IT RESOLVED by the City Council of the City of
Momence that permission for intermittent closure of Route 1&17 fromWashingtonStreet to
FifthStreet and fromDIN/A toDIN/A as above designated, be requestedof theDepartment of
Transportation.
BE IT FURTHERRESOLVED that this closure shall occur during the approximate time
Period between 5:30 pm and 7:30 pm on Thursday, Aug. 11

2016 and between 5:00 pm
and 7:00 pm on FridayAug. 12
th
2016 and between 2:30 pm and 5:30 pm on Saturday
Aug. 13
th
2016.
BE ITFURTHERRESOLVED that this intermittent closure is for the public purpose of Staging
ThreeGladiolus Festival Parades
BE ITFURTHERRESOLVED, that theMomence PoliceDepartment assumes full
responsibility for the direction, protection, and regulation of the traffic during the time
intermittent closure is in effect.
BE IT FURTHERRESOLVED, that police officers or authorized flaggers shall at

Section, and at other points (such as intersections) as may be necessary to assist in
directing traffic through the intermittent closure.
BE IT FURTHERRESOLVED, that police officers, flaggers, and officials shall
