Alderman Lesyna: Discuss and voteon aResolution regardingFlandersTaxAbatement. Change
language, abatement needs toagreewithwhat the school district states (abatement year), we have
(abatement calendar year). Theabatement is to commencewith the first year of occupancy permit. Flanders
nowhas occupancy permit, abatement togoby the years following the receipt of the occupancy permit. Tax
bill will come in for 2012, starting at 2012, only on new construction. Mayor Porter states they have not
received anything. Resolution number tobe changed to160 because other resolution on theagenda tonight
is being removed from table. AldermanLesynamade amotion to approve a resolution amendingResolution
#130 of theCity of Momence passedDecember 7, 2009. AldermanStraley seconded themotionwith

Conferencing phone for electronic attendancewas discussedapproximately $200 for aunit.
DEPARTMENTHEADREPORTS
MarkNelson discussed the consumer price index increaseof 1.9% over last year. Increase by
ordinance andwill be reflected in January's bill that comes out inFebruary.
Chief Swanson thankedall that came topolice open house. RemindedCouncil of the 6week citizen
policeacademy introducing: investigation, patrol, code enforcement andmany other aspects of thePolice
Department, scheduled to begin themiddle of February. Link onwebsite.

Discuss and vote on carpentrywork at CityHall byBrianSchnepf in exchange for tapon fee’s.
Resolutionwas createdand approved byCityAttorney. Mr. Schnepf is unable, time-wise, toassist andhas
thereforepulled theoffer.

andAlley andWater andSewer Departments at an increaseat $2 per hour coming fromWater andSewer
