D.
Elections. TheEnterpriseZoneAdministrativeBoard shall hold elections on an annual
basis to elect officers titledChairman, ViceChairman, andSecretary. Eachmember
shall have one vote for election purposes and for any and allmatters uponwhich the
Boardmust vote. A simplemajorityof themembership of theBoard present and
accounted for at anymeeting shall constitute a quorum. A simplemajorityof the voting
members present at anymeeting (assuming a quorum is achieved) shall be required for
action upon any item brought before theBoard for a vote.
E.
Compensation. EnterpriseZoneAdministrativeBoardmembers shall servewithout
compensation.
F.
Staff. TheZoneAdministrator shall serve as advisor and staff to theBoard in order to
assist in carryingout its functions and duties.
SECTION III: ENTERPRISEZONEADMINISTRATOR
A.
ZoneAdministrator. TheZoneAdministrator shall be appointed by theAdministrative
Board and shall be employed by either theVillage, CityorCounty.
B.
The duties and responsibilities of theZoneAdministrator shall be as follows:
1.
Administration; Project Eligibility. TheZoneAdministrator shall administer and
enforce theOrdinance, and operate andmanage theZone. All appeals from any
decisions or determination of theZoneAdministrator shall be taken to the
EnterpriseZoneAdministrativeBoard.
2.
Records. TheZoneAdministrator shallmaintain records associatedwithZone
activities and projects and necessary to the preparation of reports required by the
State of Illinois and theZoneManagement Board.
3.
Report Preparation. TheZoneAdministrator shall prepare all reports required by
theState of Illinois.
4.
Advisor andStaff to theZoneManagement Board. TheZoneAdministrator shall
serve as advisor and staff to theZoneManagement Board. He shall prepare
agendas,minutes, handle correspondence andmaintain the records of theBoard.
5.
Coordination. TheAdministrator shall act as a liaison between theEnterprise
ZoneBoard, Village, City, County, theState of Illinois, any federal agency, and
any local group in support of theEnterpriseZone Program.
