KANKAKEECOUNTYENTERPRISEZONE
INTERGOVERNMENTALAGREEMENT
ThisAgreement ismade is _______ dayof _______________, 20_____, by and between the
Village ofManteno, CityofMomence, Village ofHopkins Park andKankakeeCounty.
WHEREAS, theVillage ofManteno (hereinafter referred to as “Village”), CityofMomence
(hereinafter referred to as “City”), andKankakeeCounty (hereinafter referred to as “County”) have
adopted ordinances establishing anEnterpriseZone (hereinafter collectively referred to as “the
Ordinance”) including incorporated portions of theVillage and theCity and unincorporated
portions of theCounty; and,
WHEREAS, this intergovernmental agreement supersedes and rescinds the
IntergovernmentalAgreement dated the 17
th
dayofNovember 2011; and,
WHEREAS, this agreement is part of an application to theState of Illinois Department of
Commerce andEconomicOpportunity for altering the boundaries of anEnterpriseZone pursuant to
the IllinoisEnterpriseZoneAct (20 ILCS 655/1, et seq.) andSection 18-170 of thePropertyTax
Code (35 ILCS 200 18-170) (hereinafter referred to as “Act”); and,
WHEREAS, theVillage ofManteno, CityofMomence, andKankakeeCounty are
authorized to enter into intergovernmental agreements byArticleVII, Section 10 of the 1970
IllinoisConstitution, the Intergovernmental CorporationAct (1981 IllinoisRevisedStatutes,
Chapter 127, Section 741, et. seq.) and theAct; and,
WHEREAS, theKankakeeCountyEnterpriseZonewas certified by theState of Illinois
Department ofCommerce andCommunityAffairs (hereinafter referred to as “theDepartment”) on
December 10, 1985; and,
WHEREAS, theVillage, theCity, and theCountydesire to continue operation of an
EnterpriseZone in an efficient and effectivemanner in keepingwith the terms of theAct and rules
and regulations promulgated by theDepartment for the operation of anEnterpriseZone.
NOW, THEREFORE, in consideration of the foregoingpromises and themutual promises
hereinafter recited theVillage, theCity and theCounty agree that the following terms shall govern
the operation andmanagement of theEnterpriseZone.
