occupancypermit for such improvements, renovation or rehabilitationmust be
issued prior toDecember 10, 2015.
4.
No propertywithin aRedevelopmentArea created pursuant to theTax Increment
AllocationRedevelopmentAct (Ill. Rev. Statutes, Ch. 24, Section 11-74.4-1 et.
seq) shall qualify for tax abatement under thisOrdinance.
5.
As a condition of allowance of a property tax abatement under this Section, the
propertyowner shallmake all good faith efforts to use local contractors and local
labor to the greatest extend reasonablypossible and to purchase asmuch as the
building supplies andmaterialswithKankakeeCounty as reasonablypossible.
B.
SalesTaxCredit
Any retailerwhomakes a sale of buildingmaterials for incorporation into commercial,
industrial,manufacturing, orwarehousing real estate locatedwithin theEnterpriseZone
by remodeling, rehabilitation or new construction, may file for credit or refund to
recover the amount of tax paid under the “RetailersOccupationTaxAct”; provided
however that such remodeling, rehabilitation or new construction is of the nature and
scope forwhich a buildingpermit is required and has been obtained.
C.
Permit&FeeWaivers
Fees andwaivers shall be applied as follows:
Thewaiver of anypermit fee is applicable to commercial, industrial,manufacturing, and
warehousingprojects in theKankakeeCountyEnterpriseZone
In theVillages ofManteno andHopkins Park buildingpermit fees shall bewaived.
Inspections fees shall be charged in accordancewith the local jurisdictions’ fee schedule.
For projects in unincorporatedKankakeeCounty, theCounty shallwaive 50%of its
applicable buildingpermit fee.
TheCityofMomencewill not be participating in this benefit.
D.
Industrial RevenueBondFeeReduction
Therewill be nomunicipalityor county issuer fee charge.
E.
UrbanHomesteading
TheParties to theEnterpriseZone agree to establish anUrbanHomesteadingProgram
pursuant to the provisions of the IllinoisEnterpriseZoneAct.
F.
ProgramTargeting
TheParties agree to us its eligibility and resources tomake availableUrban
DevelopmentActionGrants, EconomicDevelopmentAdministrationPrograms, Small
