          AldermanNovaMetz had distributed the first readingonwater and sewer tap on fees.  Was
        
        
          discussedat lastWater andSewermeeting, previously therewere large fees, Council has changes
        
        
          regardingaddingall materials and installation, with a $250 fee, tobemore in linewith surrounding
        
        
          communities, also changing to $250 sewer connection fee; $500 total for water and sewer
        
        
          connection fees.   Tobe presented/passedat next Council meeting.
        
        
          AldermanLesyna talked about public participationat publicmeetings; will speak toStewart
        
        
          Diamond about what other communities have done and then update theordinance.ABudget and
        
        
          FinanceCommitteemeetingwas called 7:15p.m. beforenext CityCouncil meeting.
        
        
          DEPARTMENTHEADREPORTS
        
        
          Chief Cavender stated that they have taken possessionof both new vehicles; equipment has
        
        
          been orderedandwill be here next week. He is requesting fromCouncil what todowith 2009Ford
        
        
          CrownVictoria, possibly put out for bids, car needs newengine.  Council needs toput it onagenda
        
        
          for next meeting.  All equipment that couldbeusedhas been takenout of car.  IDROPhas been
        
        
          approved to use social security numbers to assist withmatches regardingmunicipal debts that are
        
        
          submitted.  When people start filing, debt owed tomunicipality comes right off the topof tax return.
        
        
          Tobepaiduntil municipalities arepaidoff.  AttendedSupervisionAdministrationmeeting throughTri
        
        
          River Trainingand aredevelopingperformance evaluations.  OfficerMorphin is unionpresident,
        
        
          collective bargainingagreements expire soon, to startmeetings todiscuss issues.  Minor accident
        
        
          occurredwithTahoe, a concrete post was hit withminor damage to front end.  ILEASagreement:
        
        
          City has topass anordinanceevery year, continuation,mutual aidagreement toallowMomence to
        
        
          call for assistance; will be presentedand discussedat next Council meeting.  Regarding snow
        
        
          ordinance:  Currently, on evendays park onodd sides, odddays park oneven sides of the street.  It
        
        
          would be easier topark even oneven andodd and odd.  AldermanLesyna stated thatmost
        
        
          communities do evenandeven, oddandodd.  Nothingelse inordinanceneeds to be changed.
        
        
          Chief Cavender stated that 3 of the 5Sheriff'sDeputies have been called back towork or found new
        
        
          employment.  PoliceDepartment will continue to use the remainingSheriff Deputies.  Chief has a
        
        
          couplematters for ExecutiveSessionnot to comeout anddobusiness.  Regardingmisdemeanor
        
        
          arrest is car confiscated:  Administrative tow:  $500.  Chief statedour ordinance is good.
        
        
          EXECUTIVESESSION
        
        
          AldermanKupferermade amotion toenter intoExecutiveSession todiscuss theemployment
        
        
          and compensation, of specific employees of the public bodywith thepotential of actions onmatters
        
        
          discussed in closed session.   AldermanNovaMetz seconded themotionwithAldermenDenton,
        
        
          NovaMetz, Steele, Kupferer, Cook, Lesyna and JohnMetz voting yes.  Entered intoExecutive
        
        
          Sessionat 7:50 p.m. and returned fromExecutiveSessionat 8:15 p.m.
