ANORDINANCEOFTHECITYOFMOMENCE
RE: ANORDINANCERELATIVETOTHEEXPANSIONOFAND
PARTICIPATION INTHEKANKAKEECOUNTYENTERPRISEZONE
BOUNDARIESANDAUTHORIZINGTHEAMENDMENTTOTHE
INTERGOVERNMENTALAGREEMENT
WHEREAS,
the IllinoisDepartment of Commerce andCommunityAffairs first
certified theKankakeeCountyEnterpriseZone onDecember 10, 1985; and,
WHEREAS
, theCountyBoardof KankakeeCounty established the current
KankakeeCountyEnterpriseZone byOrdinance # 2005-10-11-136 dated
October 11, 2005, under the authority of 20 ILCS655/1 et seq.; and,
WHEREAS
, TheCountyBoardof Kankakee expanded the boundaries of the
KankakeeCountyEnterpriseZone by itsOrdinance # 2006-04-11-76and
Ordinance#2011-06-14-106; andOrdinance#2012-09-11-154; and,
WHEREAS,
theCityCouncil of theCity of Momence expanded the boundaries of
theKankakeeCountyEnterpriseZone by itsOrdinance#722 andOrdinance
#742; and,
WHEREAS
, theVillageTrustees of theVillage of HopkinsPark has proposed a
modification to theexisting enterprise zone, to include property by additionwithin
the zoneas described inExhibit A, and depicted bymap inExhibit B, which are
attached hereto, incorporated by reference andmadea part of thisAmendment
toOrdinance; and,
WHEREAS,
aduly noticedpublic hearingwas heldonMay 21, 2012 and July 2,
2012at theHopkinsParkVillageHall inHopkinsPark on the proposed
modification by addition of theKankakeeCountyEnterpriseZone boundaries;
and,
WHEREAS
, the City Council of the City of Momence finds that it is in the best
interests of the citizens of the City of Momence to cooperate with Kankakee
County, theVillage of Manteno, and theVillage of Hopkins Park in expanding the
existing boundaries of the Kankakee County Enterprise Zone into the area
described inExhibit A, and,
WHEREAS
, Article VII, Section 10 of the Illinois Constitution authorizes the City
of Momence, Illinois, to enter into an intergovernmental agreements with other
units of local government which includesmunicipalities, and under 20 ILCS 655/1
et seq. EnterpriseZones are authorized tobe established, and,
