          a commuter van, a vehicle used ina ridesharing arrangement when being used for that purpose,
        
        
          or a recreational vehiclenot being used commercially.
        
        
          ConstructionVehicle
        
        
          Any vehicle over 10,000pounds actual weight, registered grossweight or
        
        
          G.V.W.R. that is required to complywith ILCSCh. 625, Act 5, §§ 12-712 and12-713on
        
        
          identification required tobe displayed.
        
        
          GrossVehicleWeight Rating (GVWR)
        
        
          . The value specifiedby themanufacturer or
        
        
          manufacturers as themaximum loadedweight of a single vehicle. TheGVWRof a combinationof
        
        
          vehicles (commonly referred to as the "GrossCombinationWeight Rating" or GCWR) is the
        
        
          GVWR of the power unit plus theGVWR of the towed unit or units. In theabsence of a value
        
        
          specifiedby themanufacturer, GCWR is determined by adding theGVWRof the power unit and
        
        
          the total weight of the towed unit and any load on the unit.
        
        
          Grossweight
        
        
          . Theweight of a vehiclewhether operated singlyor in combinationwithout load
        
        
          plus theweight of the load thereon.
        
        
          Highway
        
        
          . Theentirewidth between the boundary lines of everywaypubliclymaintainedwhen
        
        
          any part thereof is open to theuse of the public for purposes of vehicular travel.
        
        
          Implement of husbandry
        
        
          . Every vehicleas defined in the IllinoisVehicleCode anddesigned
        
        
          and adapted exclusively for agricultural, horticultural, or livestock raising operations, including
        
        
          farmwagons, wagon trailers or like vehicles used in connection therewith, or for lifting or carrying
        
        
          an implement of husbandry.
        
        
          Motor vehicle
        
        
          . Every vehiclewhich is self-propelledandevery vehiclewhich is propelled by
        
        
          electric power obtained from overhead trolleywires, but not operatedupon rails, except for
        
        
          vehiclesmoved solelybyhumanpower andmotorizedwheelchairs. For thisAct, motor vehicles
        
        
          aredivided into two divisions:
        
        
          First Division: Thosemotor vehicles, which are designed for the carrying of not more than
        
        
          10persons.
        
        
          SecondDivision: Thosemotor vehicleswhich are designed for carryingmore than10
        
        
          persons, thosemotor vehicles designed or used for livingquarters, thosemotor vehicles
        
        
          which aredesigned for pullingor carrying freight, cargo or implements of husbandry, and
        
        
          thosemotor vehicles of theFirst Division remodeled for use and used asmotor vehicles
        
        
          of theSecondDivision.
        
        
          Nondivisible loador vehicles
        
        
          Permit loads aredeemed tobe reasonably dismantled (nondivisible) if, when separated into
        
        
          smaller loads or vehicles, further dismantlingwould:
        
        
          a. Compromise the intended use of the loador vehicle; that is, make it unable to perform
        
        
          the function for which it was intended;
        
        
          b. Destroy the value of the load or vehicle; that is, make it unusable for its intended
        
        
          purpose; or
        
        
          c. Requiremore than 8work hours to dismantle using appropriateequipment. Theapplicant
        
        
          for anondivisible load has theburden of proof as to the number of workhours required to
        
        
          dismantle the load.
        
        
          Permit Route
        
        
          The route authorized by the issuing authoritywith proper jurisdiction over the
        
        
          roadway(s) for whichpermissionhas been granted tomove a vehicleor combination of vehicles
        
        
          that is in itself indivisible or carrying an indivisible load that exceeds normal dimensions or weight
        
        
          or a combination thereof.
