that local communitieswould assist when available. The liability of our officerswas questioned
alongwith our officers being deputized for County jurisdiction. Chief Cavender stated that oncea
request is officiallymade through thedispatch system then they areautomatically covered (in terms
of officer enforcement and actionswould be covered). It was asked that if anofficer has touse
lethal
forcewhat is theCity’s liability. Chief Cavender statedhewill be attendingaCountywide
meetingandwill get answers. AcoupleChiefs are lookingat draft guidelines, waiting to see how
thingwork out with theSheriff’sDepartment. Hedoesn’t seeawhole lot of change, only assistinga
littlemore. County continues toprovide services for us, trainingetc. Mayor Porter stated logistics
arebeingworked on. Citywill have adequate coverage at all times.
AldermanLesyna: Discuss and voteon the IEPALoanOrdinance. Reviewed byStewart
Diamond; standard/typical ordinance. Alderman Lesynamade amotion topass an ordinance
authorizing theCity of Momence, toborrow funds from thepublicwater supply loan program.
AldermanCook seconded themotionwithAldermenDenton, Straley, NovaMetz, Steele, Cook,
Lesyna and JohnMetz voting yes. Ordinance# 791.
DEPARTMENTHEADREPORTS
JeannieBlanchette stated that shewill be checkingnext week for CPI (consumer price index)
percentage should have by Januarymeeting (for annual water and sewer increase).
Chief Cavender stated that the houseat 113Market Street is down; small debris remaining
but will be taken careof. St. Patrick’sChurchowns property now. In spring, talkedabout T1 line
fromCountySheriff, possibly changing to a connectionwhich costs nothing. LeavingT1 line until
January 1, oncedisconnectedwill be $4,000 savings. Officer graduated from academy, full time
certified policeman for State of Illinois, others graduate tomorrow. The officerswill be getting taser
certification; reporting for dutyDecember 26. Chief requestedaPoliceCommitteemeeting for
January 5, at 6:30P.M. regarding specific personnel and Lieutenant appointment position, thiswill be
held inexecutive session. He has onematter for Executive session, not to come out anddo
business.
TREASURERREPORT–Treasurer BeckyPeterson (absent).
MAYORALREPORT: Spoke toauditor regarding alternate revenuebond letter. Treasurer Becky
Peterson took care of this situation.
Discuss and voteMFT resolution for RevenueBondTaxAbatement. An ordinancewas
passed regardingannual abatement so that residents arenot taxed; this is a specific IDOT (Illinois
Department of Transportation) alternate revenue tax abatement, for annual payment of alternate
revenue bond. Alderman Lesynamade amotion toapprove theMFTResolution for RevenueBond
TaxAbatement. AldermanNovaMetz seconded themotionwithAldermenDenton, Straley, Nova
Metz, Steele, Cook, Lesyna and JohnMetz voting yes.
ITEPgrant, request fromBaxterWoodmanentails forwardingadditional engineering specifics
with options onWashingtonStreet in regards toADA requirements. Need to send specifics, how
ADAwould bemet or notmet inorder tomove onto full engineeringplan. Mayor Porter would like to
move forwardwith this, does not knowwhere it will stand until things are finalized.
