AldermanKupferer: Discuss and voteon purchaseof police taser guns andPanasonic in car
camera. Will not discuss camerapurchase tonight. Chief Cavender stated that thePolice
department currently has 3 taser gunswhich are about 7-8 years old and havemaintenance and
battery issues. The taser guns are gettingabusedbecause they are transferred from oneofficer to
another, most policedepartment taser guns are assigned toan individual officer, which improves
longevity. Taser guns are considered tobe the best tool in lawenforcement. Proposal is to
purchase 7, whilemaintaining3 for part timeofficer rotation. Price quote includes 7 taser guns, 2
cartridges for each, cartridge holsters andbattery pack for $7,059. Police department already has
software. Trainingand certificationprovided free from theSheriff's office. Replacement cartridges
are$22.95 each. After next week, all policedepartment personnel will be trained on taser guns.
Funds to come out of supplies andequipment. Taser gunswill be signed out individually toofficers
and should last approximately 10 years. AldermanKupferermadeamotion toallow the purchase
of 7 taser guns fromTaser International at a cost of $7,059.35. AldermanLesyna seconded the
motionwithAldermenDenton, NovaMetz, Steele, Kupferer, Cook, Lesyna and JohnMetz voting
yes. AldermanKupferer calledaPolice committeemeeting for 6:30PM, December 16, todiscuss
equipment purchases andacquaint Chief further to committee.
AldermanLesyna called aBudget andFinance committeemeeting for 7:15PMonDecember
16 to discuss bills, and calledanOrdinance committeemeeting for 6:45PMonDecember 16 to
discuss potentially changing the ordinance concerningdelinquent water bills and creatinga catering
ordinance. AldermanLesyna todomore research on theCity's adjudication process, potentially
changing theway things aredonenow tohopefully increase revenue flowand reduce theCity's
costs; will bring toCouncil at a later date. Tax levywill be voted onat next CityCouncil meeting.
DEPARTMENTHEADREPORTS
Chief Cavender distributed report toCouncil. InNovember, 501 callsweremade for service.
OfficerMorfin isworkingwithmajor crimes task force on apart timebasis, investigating cases
pendinghere inMomence. Two items regardingpersonnel for executive.

into executive sessionat 7:47P.M. Returned fromExecutiveSessionat 7:55P.M.
