E.
Before any liquor license shall be issued, the prospective licensee shall provide evidence to the
Commissioner that all employees who will be engaged in mixing, serving, preparing or delivering of alcoholic
liquor to customers, guests, or patrons and theDesignatedManger, have successfully completed aBeverageAlcohol
Sellers and Services Education and Training (“BASSET”) Program or Training for Intervention Protocols (“TIPS”)
Program conducted by an agency licensed by the Illinois Department of Alcohol and Substance Abuse. Each new
such employee or DesignatedManager hired by the licensee after issuance of the license shall complete a BASSET
or TIPS program at the next available training session or within sixty (60) days of actually beginning work,
whichever comes first. A copy of the certificate of completion of such BASSET or TIPS program for each such
employee shall be filed with the Commissioner. Each certification shall be renewed every three (3) years from the
date of issue.
3-2-27: SIGNS
Any signs on premises indicating the sale of alcoholic liquor shall be subordinate to the sign indicating the principal
business of the licensed premises and shall conform to the description in the license application and all applicable
sign regulations of theCity. No such sign shall advertise any particular brand of alcoholic product.
3-2-28: IMPROPER INFLUENCE
No applicant or licensee or agent or employee of a licensee shall offer anything of value to any City official or
employee, directly or indirectly, to influence the issuance of a license or the enforcement of any provision of this
Chapter.
3-2-29: COMPLAINTOFVIOLATION
Any person shall have the right to file a complaint with the Commissioner stating that any licensee has been or is
violating the provisions of this Chapter, the Liquor Control Act of the State of Illinois or the rules or regulations
issued pursuant to it. Such complaint shall be in writing in the form prescribed by the Commissioner and shall be
signed and sworn to by the complaining party. The complaint shall state the particular provision, rule or regulation
believed to have been violated and set forth the facts uponwhich the belief is based. If theCommissioner is satisfied
that the complaint substantially charges a violation and is supportedby reasonable grounds thematter shall be set for
hearing. Notice shall be served upon the licensee of the time and place of such hearing and of the particular charges
in the complaint. For purposes of this Chapter, anypolice officer is empowered to serve subpoenas.
3-2-30: FINES, SUSPENSIONORREVOCATIONOFLICENSE;HEARING
TheCommissionermay revoke or suspend any license issued pursuant to thisChapter
and/or may impose an administrative fine of up to Five Thousand Dollars ($5,000.00) if it is determined that the
licensee has violated any of the provisions of this Chapter or any other applicable rules or regulations. However, no
