W. River Street, Momence. MayorMickPorter called themeeting toorder.
ROLLCALL
Roll was called by theClerkwithAldermenNovaMetz, Steele, Kupferer, Cook, Lesyna and
JohnMetz present. Also present wasMayorMickPorter. AldermanDenton andStraleywere
absent.
APPROVALOFPREVIOUSMEETINGMINUTES
AldermanCookmadeamotion toapprove theRegular andExecutiveSessionminutes of the
December 15, 2014, Council Meetingas presented. AldermanNovaMetz seconded themotionwith
AldermenNovaMetz, Steele, Cook, Lesynaand JohnMetz voting yes. AldermanKupferer passed.
APPROVALOFTHEBILLS
The billswere discussed at tonight'sBudget andFinanceCommitteeMeeting. Alderman
Lesynamade amotion to approve the bills for payment. AldermanKupferer seconded themotion
withAldermenNovaMetz, Steele, Kupferer, Cook, Lesyna and JohnMetz voting yes.
CITIZENFORUM
Curt Ralston informedCouncil of his doings in the community. He then stated that the “word
on the street” is if youget stoppedby a police officer, you’re going to get a ticket. Hewas stopped
and received a ticket for no red taillight. Hegave the officer a 2013anda12/2014 expired
insurance card, therefore, he stated that he received 2 tickets. Hementioned that two other squad
cars arrived at the scene, he felt humiliated, degraded. Mr. Ralstonactually only received one ticket
(for not havingproof of insurance) and awarning for his taillight beingout. Chief Cavender watched
the video from the traffic stop (audioand videowereentirely captured), and stated all procedures
were followed appropriately andprofessionally. Chief iswilling tomeet with him to discuss further.
OLDBUSINESS
AldermanSteele: Financingwithwatermainproject. Concernwas takingout the loan for
southsidewatermainproject. City does have reserve funds available for watermain fromwater and
sewer of about 3million dollars combined. It was stated that City is not using sewermoney, using
