          DEPARTMENTHEADREPORTS
        
        
          JeannieBlanchette:  consumer price index rate change for raisingamounts of water bills is
        
        
          1.1%, last year iswas 1.9%.  Water basewas 11.17, it will nowbe 11.29 (increaseof .12).  Water
        
        
          per thousand ratewas 1.24, it will nowbe 1.25 (increaseof .01).  Sewer basewas 10.28, it will now
        
        
          be 10.39 (increase of .11).  Sewer per thousand ratewas 2.03, it will nowbe 2.05 (increaseof .02).
        
        
          All rates areeffective as of January 1, 2014.
        
        
          Scott Behrends stated that thereare several barricades set up around town becausemetal
        
        
          plates have gaveway on downtown sidewalks to open bins underneath.  Theone just north of the
        
        
          bakery onDixie (betweenWashington andSecond street) is theworst and needs tobe redone.  A
        
        
          second opinion froman engineer will be neededonhow to repair.  IDOT's long range planwas
        
        
          discussed (regardingDixieHighway).  Conduit has failedandwill need tobeaddressed.  It was
        
        
          suggested to speak to the contractor working on theShreffler building (southeast corner of Dixie and
        
        
          SecondStreet), they filled in theopen bin that was underneath the sidewalk.  To look into further and
        
        
          makeplans to fix.
        
        
          Chief Cavender handed out the police report andhas twomatters for ExecutiveSession
        
        
          regardingpersonnel.  Chief introduced newly hiredPoliceOfficer JacobVekemans toCouncil.

          Discuss and vote onAshStreet EngineeringAgreement (Baxter andWoodman)  - this is
        
        
          another step involving property onnorth sideof railroad tracks for access road to gowest.  Do not
        
        
          knowexact amount of property needed; Mayor Porter to speak toowners of property once known.
        
        
          Scott Behrends stated that property lines have beenmarked; Mayor Porter stated that there is still
        
        
          uncertainty.  This agreement is for creating two easement plats for two parcels onAsh street.  This
        
        
          informationand easements areneeded for railroad crossingproject tomove forward.  Total cost is
        
        
          $2,500.  AldermanKupferermadeamotion toapprove theAshStreet EngineeringAgreement
        
        
          (Baxter andWoodman) for creating two easement plats and two parcels at a cost of $2,500.
