First reading for cateringordinance: ClassE catering license requirement is that half of the
money derived from sales has tobe food sales (alcohol is considered tobe incidental); license is to
be obtained from theState. The number of catering licenseswere increased from 2 to4.
Adjudicationordinances / process: Attorney spoke to council last week about theCity's adjudication
process. Currently, the city is losing funds, this newoption opens up the opportunitywith theCity to
workwith ordinance violators. Hearingat thepoliceDepartment, person found liableand issueda
fine if they donot showup. Also gives police department the ability to issue community service to
juveniles. Money not paid can be claimedwhen person files their income taxes becauseof theCity
is in the IllinoisDebt RecoveryProgram. Alderman JohnMetz arrived at this time, 7:50PM. Mayor
Porter stated that theCity can take initiative for adjudication hearing to be here. With thepresent
adjudicationprocess, officer needs to be sent toKankakee for adjudication. Policeofficer's report
will suffice in lieu of his attendance, therefore saving theCity police overtime hours. Default
judgment is inplace if they do not showup, default price is possibly asmuchas $1,000. Letter gets
sent out if they do not showup. City of Momencewouldbenefit by receiving all funds paid. Hearing
Officer potentially to be JimRowewith a potential fee of $250a hearing. Past violatorsmight need
to be revisited.
AldermanKupferer: Discuss and voteon two in car video cameras for Police
Department. Chief eliminated theneed for the rear seat camera, statednot necessary. Quote is for
an older version, but the sameaswhat theCity's squad cars have nowand is for two in car video
cameras, siren cablesand two year prorated software agreement tobe purchased fromCDS
Technologies, totaling$8,722. Policywill behandedout stating that it ismandatory for officers to
use cameras. Right now, the camera automatically turns onwhen flashing lights are turned on.
Liability issuewas discussed (not having cameras in all police cars). Microphonewill need to be
usedat all times. It was noted that the policedepartment has five line items that are innegative
balance and that they are utilizinga bottom line budget. Chief stated that he is 10% over-budget
andwill discuss thebudget further withAldermanStraley, Chairmanof Budget andFinance
Committee. AldermanKupferermade amotion topurchase2Panasonic arbitrator cameras for
$8,722with the understanding it will bemandatory that thepoliceofficers use the cameras.
AldermanCook seconded themotionwithAldermenDenton, Straley, NovaMetz, Steele, Kupferer,
Cook, Lesyna and JohnMetz voting yes.
AldermanSteele stated that therewas aLocal Improvementmeeting regardingMediacom's
contract inwhich hewill investigate further and bringback toCouncil.
AldermanStraley called aBudget andFinancemeeting for January 21, at 7:15P.M.

seek funding to place sidewalk alongwest River toVirdenStreet, thenVirden toSecondStreet.
