BusinessAdministrationPrograms, JobTrainingpartnershipAccAssistance, and such
other federal and/or state programs asmaybe eligible and dollars recapturedwithin the
countywill be targeted for theEnterpriseZone.
G.
Development Streamlining
TheParties shall name an individual to be an advocate for all commercial and/or
industrial/manufacturingdevelopment projects over $500,000 andmore. This advocate
will provide answers to the developers’ questions regardingmunicipal and county rules
and regulations, costs, timelines, processes, etc.
H.
UtilityTaxRelief
Therewill be no increase in anymunicipal or countyutility tax for anynew zone
business after one year for the following five years it will remain the same.
I.
Cooperation
ThePartieswill consider othermethods of cooperationwith firms as theEnterpriseZone
regulations are finalized. TheParties also agree to cooperatewith theEnterpriseZone
AdministrativeBoard to assist it in its operation.
ThisAgreement in noway limits the abilityof anyof theParties to extend additional
incentives or reimbursement to businesseswith theEnterpriseZone or throughout their
jurisdiction by separate agreement or ordinance.

Additional StateProgram
In addition to the above-recited programs, all programs available byState statute to an
EnterpriseZone as now existingor hereinafter enacted shall be availablewith the
KankakeeCountyEnterpriseZone.
