ANORDINANCEOFTHECITYOFMOMENCE
ANORDINANCERELATIVETOKANKAKEECOUNTYENTERPRISEZONE
AMENDMENTTO INTERGOVERNMENTALAGREEMENT
WHEREAS,
the County of Kankakee, the Villages of Manteno and Hopkins Park, and the
City of Momence have entered into said Intergovernmental Agreement under the authority
of ArticleVII, Section 10 of the IllinoisConstitution, the Intergovernmental CooperationAct,
5 ILCS220/1et seq. and the IllinoisEnterpriseZoneAct, 20 ILCS655/1et seq., and;
WHEREAS,
this Amendment to the Kankakee County Enterprise Zone Intergovernmental
Agreement of December 19, 2012, is by and between the County of Kankakee, the
Villages of Manteno andHopkinsPark, and theCity of Momence, and;
WHEREAS
, the amendment is to Section V: Programs Established; Section CPermit and
FeeWaivers, and;
WHEREAS
, the following language is removed: “Therewill be no charge for building
permit fees for commercial, industrial,manufacturing, andwarehousingproperties. All
permit and inspectionswill otherwise continue to followexisting laws. However theCity of
Momencewill not beparticipating in this benefit”, and;
WHEREAS
, the following language is tobeadded: “Fees andwaivers shall beapplied as
follows: Thewaiver of any permit fee is applicable to commercial, industrial,
manufacturing, andwarehousingprojects in theKankakeeCountyEnterpriseZone. In the
Villages of Manteno andHopkinsPark buildingpermit fees shall bewaived. Inspections
fees shall be charged in accordancewith the local jurisdictions’ fee schedule. For projects
in unincorporatedKankakeeCounty, theCounty shall waive 50% of its applicable building
permit fee. TheCity of Momencewill not beparticipating in this benefit”, and;
WHEREAS,
a duly noticed public hearingswere heldonDecember 12, 2013at the
EconomicAlliance of KankakeeCountyOffice, on theproposed amendment to the
KankakeeCountyEnterpriseZone Intergovernmental Agreement described inExhibit A,
and;
WHEREAS
, theCity of Momence recommends theamendment to theKankakeeCounty
EnterpriseZone Intergovernmental Agreement, Exhibit Aherein.
NOWTHEREFOREBE ITORDAINEDBYTHECITYOFMOMENCEOFKANKAKEE
COUNTY, ILLINOIS
as follows:
1. TheCity of MomenceMayor andCity of MomenceClerk are hereby
authorized to execute theAmendment to theKankakeeCountyEnterpriseZone
Intergovernmental Agreement, Exhibit A, herein.
