books, records, files and journal of proceedings of theCity and of theMayor andCityCouncil of the

I do further certify that OrdinanceNumber 802, being theOrdinance entitled: AnOrdinance
AuthorizingLoanAgreement (the “Ordinance”)was presented to and passedby theMayor andCity
Council of theCity at its legallyconvenedmeetingheld on the 5

by theMayor of theCity on said day.
I do further certify that theOrdinancewas dulyand properlypublished in theMomenceProgress
Reporter, a newspaper published and of general circulationwithin theCity, on the 7

October, 2015, being a datewithin ten days from the date of passage of theOrdinance.
I do further certify that publication of theOrdinancewas accompaniedbya separate publication of
notice of (1) the specific number of voters required to sign the petition requesting the question of
