SECTION3: ThisOrdinance shall be in full force and effect upon its passage, approval
and publication in pamphlet form as provided by law. The $7.00 permonth additional amount
shall commence on the 1

of themonth after themonth inwhich theCity received the approval
from the IllinoisEnvironmental ProtectionAgency for a loan in an amount in excess of
$1,600,000.00 and not in excess of $1,800,000.00.
