TheEnterpriseZone, which is the subjectmatter of thisAgreement, shall be known
as theKankakeeCountyEnterpriseZone. TheEnterpriseZone is comprised of
thoseareas of Momence, Manteno, Grant Park, HopkinsPark, andKankakee
County designatedby the respective ordinances of themunicipalities and county.
The legal descriptionof theEnterpriseZone is attached asExhibit “A” andamap of
the zone is attached asExhibit “B”.
Section3: AdministrativeEntity
A. Duties
Amanagement organization tobe known as theAdministrativeEntitywill act as
a steering committee of theZoneAdministrator. TheAdministrativeEntity’s role
is advisory except for the functions set forth inSection4Abelow.
B. Compositionof AdministrativeEntity
TheAdministrativeEntity shall be composedof five (5)members. TheChief
Electedofficials of theCity of Momence, theVillage of Manteno, theVillage of
Grant Park, theVillageof HopkinsPark, and theChairmanof theKankakee
CountyBoard. TheZoneAdministrator will not beappointed as amember.
C. Term of Office
The term of office of themembers of theAdministrativeEntity shall expire
simultaneouslywith the expirationof the termof officeof theappointingMayor,
VillagePresident or BoardChairman.
Section4: ZoneAdministrator
A. Selection; Removal
TheZoneAdministrator shall beappointedby the three-fifths voteof theparties
and shall be an employee of oneof theparties.
TheZoneAdministrator shall be removed from office by a three-fifths vote of the
parties.
B. Duties
TheZoneAdministrator shall:
1. Be theChief ExecutiveOfficeof theEnterpriseZone;
2. Be authorized to hireand firepersonnel for those staff positions
establishedby theBoard of Directors;
3. Develop and recommend a comprehensive planningprogram for the
EnterpriseZone;
