SECTION 3. PUBLICATION
ThisOrdinance, togetherwith aNotice in the statutory form (attached hereto asExhibitA),
shall be publishedoncewithin ten days after passage in the MomenceProgressReporter, a
newspaper published and of general circulation in theCity and if nopetition, properly signed by
electors numbering10% ormore of the 1,565 registered voters in theCity asking that the question of
improving theSystem as provided in thisOrdinance and entering into the LoanAgreement therefore
be submitted to the electors of theCity is filedwith theCityClerkwithin 30 days after the date of
publication of thisOrdinance and notice, then thisOrdinance shall be in full force and effect. A
petition form shall be provided by theCityClerk to any individual requestingone.
SECTION 4. ADDITIONALORDINANCES
If no petitionmeeting the requirements of theAct and other applicable laws is filed during the
30-daypetition period, then theCorporateAuthoritiesmayadopt additional ordinances or proceedings
supplementingor amending thisOrdinance providing for entering into theLoanAgreementwith the
IllinoisEnvironmental ProtectionAgency, prescribing all the details of theLoanAgreement, and
providing for the collection, segregation and distribution of the revenues of the System, so long as the
maximum amount of theLoanAgreement as set forth in thisOrdinance is not exceeded and there is no
material change in theProject or purposes described herein. Anyadditional ordinances or proceedings
shall in all instances become effective in accordancewith theAct or other applicable law. This
Ordinance, togetherwith such additional ordinances or proceedings, shall constitute complete
authority for entering into the LoanAgreement under applicable law.
However, notwithstanding the above, theCitymaynot adopt additional ordinances or
amendmentswhich provide for any substantive ormaterial change in the scope and intent of this
