must pertain toCitybusiness. All speakers shall complywith this section and rulings of the presidingofficer.
Speakers shall be called byname by the presidingofficer.
(E) Speakers shall identify themselves before beginning their comments or questions. Speakers shall provide their
comments or questions, and provide any supportingdocumentation and/or evidence theymaywish to submit.
Speakers shall refrain from engaging indebates, directing threats or personal attacks at the presidingofficer,
CityCouncil, City staff, other speakers ormembers of the audience. The presidingofficer and CityCouncil
shall have no obligation to respond to any comments or questions raised bymembers of the public.
(F)Members of the audience shall refrain from applauding, cheering, or booingduringor at the conclusionof
remarksmade by any speaker, staffmember, CityCouncil member, or presidingofficer.
(G)Groups of residents should, whenever possible, consolidate their comments and avoid repetition through the use
of representative speakers.
(H)All speakers shall limit their comments to approximately
three

)minutes.
(I) The petitioner of an agenda item is a personor entitywith a direct interest in a decision. The petitionermay
proceedwith a brief presentationof the petition for nomore than ten (10)minutes.
1. Speakersmay comment or askquestions on the agenda item after the presentationof the petitionprovided
they complywith all the applicable provisions of this section.
2. The petitioner shall have nomore than five (5)minutes to reply to comments or questions. Public
participation after the petitioner's reply shall be prohibited unless the presidingofficer directs otherwise.
3. The presidingofficer andCityCouncil may, but need not askquestions of the petitioner and speakers at the
conclusionof their comments.
4. TheCityCouncil may then deliberate upon the petition. No additional commentmaybemade by the public
or the petitioner except upon the express permissionof the presidingoffice.
(J) The rules applicable to the public forum shall generally apply to public hearings.
(K)Any citizenmay address theCityCouncil by invitation of the presidingofficer or amajorityof the CityCouncil
present. Speakers invited to participate shall be subject to such limitations as the presiding officer ormajorityof
theCityCouncil shall prescribe. In the absence of other restrictions, such speakers shall be governed by the
same ruleswhichgovern the public forum.
SECTION 2:
The provisions and sections of this ordinance shall be deemed separable and the invalidityof any
portionof this ordinance shall not affect the validityof the remainder.
SECTION 3
: That this ordinance shall be in full force and effect after its passage, adoption, and publication in
pamphlet form, as required by law.
