ANORDINANCERELATIVETOTHEAMENDMENTOFTHEKANKAKEE
COUNTYENTERPRISEZONETERMINATIONDATE
WHEREAS,
EnterpriseZones are among Illinois’most important tools to stimulate economic
growth and neighborhood revitalization; and,
WHEREAS,
theEnterpriseZone program depends upon a creative partnership between state
and local government, businesses, labor and communitygroups to encourage economic growth
in the areas designated as EnterpriseZones; and,
WHEREAS,
by the authoritygranted in and pursuant to 20 ILCS 655, as amended, Kankakee
CountypassedResolution 85-12-4, adopted onDecember 10, 1985 to support the establishment
of theKankakeeCounty (Manteno) EnterpriseZone for a life of 20 years; and,
WHEREAS,
theDepartment ofCommerce andEconomicOpportunity, the successor agency to
theDepartment ofCommerce andCommunityAffairs, extended the certification of the
KankakeeCountyEnterpriseZone for ten years endingDecember 10, 2015 under the provisions
of the “IllinoisEnterpriseZoneAct” (20ILCS 655/1 et. seq.) as amended; and,
WHEREAS,
theKankakeeCountyBoard passed aResolution #2003-08-12-852 to extend both
KankakeeCounty zones for an additional 10 years;withKankakeeRiverValleyEnterpriseZone
expiringonMarch 14, 2014 andKankakeeCounty (Manteno) EnterpriseZone expiringon
December 10, 2015; and,
WHEREAS
, the IllinoisGeneralAssemblyunanimouslypassedSenateBill 3616 as amended
onMay31, 2012; and,
WHEREAS,
theGovernor signed the bill into law onAugust 7, 2012, thereby amending the
“IllinoisEnterpriseZoneAct” (20 ILCS 655/1 et. seq
.
) under the provisions of PublicAct
97-
0905, to automatically extend the certification of theKankakeeCountyEnterpriseZone through
July1, 2016; and,
WHEREAS,
theCityCouncil of theCityofMomence finds that it is in the best interests of the
Citizens of theCityofMomence to cooperatewithKankakeeCounty, theVillage ofManteno,
and theVillage ofHopkins Park in an effective economic development tool and should
continued to be used in the future by extending the life of theKankakeeCountyEnterpriseZone
until July1, 2016.
NOW, THEREFORE, BE ITORDAINEDBYTHECITYOFMOMENCEOF
KANKAKEECOUNTY, ILLINOIS,
hereby approves the extension of the termination date for
theKankakeeCounty (Manteno) EnterpriseZone to July1, 2016.
THAT THIS ORDINANCE SHALL BE IN FULL FORCE AND EFFECT FROM AND
AFTER ITS PASSAGE, APPROVAL AND PUBLICATION IN PAMPHLET FORM
ACCORDINGTOLAW.
